(1) A police officer may criticize the Government of Nepal, publish any such article or composition under a real or fictitious name, give news to the media, make a speech or statement in such a way as to be adverse to the policy of the Government of Nepal or to disturb the relationship between the Government of Nepal and any foreign country. It should not be published or broadcast.
(2) Notwithstanding anything written in sub-rule (1), publication or broadcasting of articles shall not be hindered as long as they are not contrary to the prevailing law and the policy of the Government of Nepal.
